The title pretty much explains it except no you do not literally ban the person above you 
Here is an example of how to play the game"I ban you for being the Administrator" and here is a bad example and doing this will get you a warning for spam "I ban you because I do".

I ban you because they left out the salad in my chicken and bacon sandwich when I clearly asked for a chicken and bacon sandwich with no sauce but with salad.
